IRGC Forces Kill Kurdish Civilian in Ilam; Calls for UN Intervention

Statement

On Wednesday morning, July 31, Ali‑Khan Zamani, a 46‑year‑old Kurdish civilian from the village of “Haft‑Kani” in the Central District of Ilam Province, was shot dead by direct fire from forces of the 14th Precinct (Kelanteri‑14) in Ilam.

Mr. Zamani, who was married and the father of two children, was from Ilam city, near Kermanshah Province. This is yet another example of the continued killing of civilians by Iranian regime forces, particularly targeting ethnic and religious minorities.

The Iranian authorities, including the Islamic Revolutionary Guard Corps (IRGC) and other security forces, have a long record of using excessive and lethal force against unarmed civilians, especially members of the Kurdish, Baluch, and other marginalized communities. These acts amount to systematic discrimination and persecution of minorities in Iran.

We have informed the United Nations Human Rights Council of this incident and urge the Council to take immediate and concrete action. Such state‑sponsored violence and discrimination against minorities must be stopped, and those responsible must be held accountable under international law.
